AND WHEREAS it's within the interest of efficacy and avoidance of duplication of endeavours which the ZARRA founded pursuant to this Act will function supporting and complementing the mandate of federal and provincial legislation enforcement organizations and boy or girl defense and welfare institutions also to coordinate and guide the endeavours o
